The Croatian striker, who spent all of last season on loan at former club Dinamo Zagreb. has started just two games in his tweo years at Villa Park.
Villa manager David O'Leary told the club's official website: "He's been offered loans by a few people and he's chosen not to go. That's up to him.
"There have been a few clubs, in England and abroad. There was even a Scottish club, Dundee, at about the time they moved for Fabrizio Ravanelli.
"So it isn't a question of him being stopped. We'd let him go out on loan, there's no problem with that. It would help him and the club."
