Ilunga has a decent reputation within the game but has yet to truly show it at West Ham.
He is now on the fringes after missing most of the season with injury and the costly arrival of Wayne Bridge - meaning cuts are inevitable.
Monaco are to bid £1.5m for the left-back and talks are expected to take place before West Ham's game with Everton this weekend.
Ilunga was a target for Rafa Benitez while at Liverpool and could yet come into their reckoning again as they mull over various targets but his form of late may persuade Kenny Dalglish against taking a chance.

The 18-year-old Tranmere winger has been the subject of a lot of interest but the only clubs putting hard cash on the table are Championship and League One sides.
Premier League sides have other priorities but recognise he is a great talent and may wait until a deal is close to the wire before making their move.
Tranmere want around £1m in total for the former Liverpool trainee but Barnsley have offered £450,000 with Adam Hammill departing and Huddersfield are looking at £500,000.
West Ham, Sunderland, West Bromwich, Everton and Fulham want to be kept informed.
Tranmere would ideally prefer a Premier League side who can loan him back.
Exciting Belgian prospect Legear is ready to leave Anderlecht and was hoping it could be to the Premier League with Everton.
The Toffees manager David Moyes and his scouts have watched him several times this season including in international matches and definitely like the player.
The Belgian club even say that talks have taken place at boardroom level.
Anderlecht want in excess of £5m for the 23-year-old yet, despite the sale of Steven Pienaar, Moyes is having to work on loans only.
Pienaar's £3m fee will be little more than funds for loan fees as he tries to bring in three players with a striker still the priority.
