Villa are believed to have placed a £1.5million price tag on the Peruvian winger and Newcastle chairman Freddie Shepherd has said his club won't meet that fee.
"We made a bid but it has been rejected so that's the end of the matter as far as we're concerned," Shepherd told Sky Sports News.
Asked whether there was any possibility of midfielder James Milner leaving St James' Park, Shepherd commented: "NO CHANCE!"
Villa had been reported to have been keen on the former Leeds United midfielder.
